Guidance for Trailblazers Version 2 – March 2014

• Increase the quality of Apprenticeships.

An apprentice will need to demonstrate their competence through rigorous and synoptic assessment. This will focus on the end of the Apprenticeship to ensure that the apprentice is ready to progress.

• Put employers in the driving seat.

In future, Apprenticeships will be based on standards designed by employers.

• Simplify the system.

The new employer-designed standards will be short and easy to understand. They will describe the skills and knowledge that an individual needs to be fully competent in an occupation.

• Give employers purchasing power.

Another key element of the reform programme is the routing of government funding for the external training of apprentices via their employers, to empower business to drive up the quality and relevance of such training. More information will be available in the Funding Reform Technical Consultation, which will be published shortly.

Building on the results of the funding consultation last summer and subsequent decision, announced in the Autumn Statement, to route Apprenticeship funding direct to employers using HMRC systems, this consultation sets out a core model that could be implemented either through PAYE or an Apprenticeship Credit.

Update from NAS - National Apprenticeship Service

In businesses with fewer than 10 employees, a productive worker is frequently expected be more flexible in their deployment; that is to be able undertake a wider range of business tasks.

To assist with this, from August 2012 micro companies may, in agreement with a provider, add up to two broader business skills units, per apprentice, to new Apprenticeships.

Apprenticeships as a career path are not given a high profile in schools and SMEs are often put off apprenticeships by a lack of coherent and consistent information. This is compounded by the fact that SMEs, more than large businesses, depend on responsive training providers and do not always receive good service.

I have found that the main barriers to SMEs taking on apprentices are lack of awareness, insufficient SME empowerment and poor process.
